Clunkers was about moving unwanted SUVs & trucks
The Clunkers program did just what legislators knew it would do - bail out US automakers by unloading big, inefficient vehicles that no body was buying. If someone believed this program was intended to increase the fuel economy of vehicles on the road, they didn't read the Clunkers program requirements. This was bailout on top of loans - which we now are learning the government doesn't seem to expect to be paid back.
These are BIG payouts for the carmakers and the region by the US taxpayer. I don't think carmakers should complain when/if buyers choose non-big 3 cars. Carmakers should keep in mind that buyers (US taxpayers) have already provided huge payouts to GM & Chrysler - with smaller Clunker-related payouts to Ford.
Payback "some" of the loans
I think this is rediculous that the automakers are not required to payback the "loans" they were given. I wonder if my bank would agree is I payback "some" of my mortgage? The automakers can carry the debt they owe and pay if off little by little. I, as a taxpayer holding the debt, am not willing to simply forgive the debt. No way!

GM's PR nightmare
You've got it right when you say "GM unwittingly reinforced its image as an environmental nightmare and pawn of Big Oil". What GM should understand - but perhaps does not - is that they not only have to produce cars that are on par with Asian and European competitors, they have to go further to win back customers. Customers have a mind set against GM based on the way GM has carried on for the past 30-40 years. This is a situation of GM unfortunately having to reap what they've sown. Its about the product - yes - but it's even more! The first step is for GM to recognize (and perhaps acknowledge) the mis-actions and mis-attitudes that have gotten them into this position. I hope they can pull it off - it won't be easy.
GM Dealerships closing
The GM dealers who believe they deserve "fair" treatment due to the fact that they are being forced to close through no fault of their own - should consider that nearly all employees being terminated and losing their livelihood are enduring this through no fault of their own. It goes without saying that this situation has been brought on through no fault of the person being terminated - however life is not fair.
CyberSurvey: Buyer incentives
"Cash for clunkers" - yes, this would definitely have a positive influence on me buying a car this year. In fact, I will likely buy one, but such a program could convince me to buy new rather than used.
"Warranty in case GC/ Chrysler go out of business" - no, without a cash for clunkers program I will buy used. If I buy used, I will focus on cars with strong reliability records.
