Detroit may benefit from the council districts voters ordered up last week.
The theory is that council members, from a small district, will be more responsive than one elected at large. Perhaps.
But as it stands now in Detroit, most of the power belongs to the mayor. So if garbage isn't picked up, it's not really council's fault. Nor does council have any direct power over city departments.
The upcoming new city charter could, and should, give council some power and loot to boost their districts.
